If static is made crossing Plastic Grass , planting a piece of wood in1 of pots , and touching that for 5 secs ,may diminish some of charge (unless it gets too wet !)

could be static. try touching something metal that is earthed (eg radiator) before stepping onto balcony.see if that stops it. -
