New to this so be kind.
Run a new circuit in today gone to do R1+R2 on the circuit me at the end of line and the other spark putting the link in at DB. Tester starts bleeping voltage so at first I thought he’d turned the circuit on but he hadn’t. On further investigation I’ve found that from the live of my new circuit(breaker switched off) to earth bar at DB getting 12v and from same live to neutral bar I’m getting 12-13v. It’s only when I start knocking off the lighting circuits in this DB it drops.
I’m worried because never came across this before.

It's probably capacitive coupling from other cables, although with the L linked to E I'm surprised it happening.
what type of cable is it and how is it installed, is this singles in trunking?

t+e cable.cable tied together above a ceiling grid. The cables enter board through stuffing glands some individual some with other circuits. There are 3 x lighting circuits(led panels),dado socket circuits x 4 , boiler x1 and the RSD circuit

Well that sounds like a delightful installation.
If they are all cable ties together then I'd say it's capacitive coupling.
 
Hi,what device were you using,to record this voltage?
It is about,the most important part of the question.

We don't know,if you used that apparition detection meter,off Ghostbusters...;)
