Do they come with the free corrigendum published before the regs came into force.

No is the short answer. But I'm not sure what particular edition you were enquiring about. I am offering 6 editions of IEE regs, 13th (without cover), 14th, 15th and three succeeded editions of 16th amended versions. And for those wondering what's a corrigendum: an error in a printed work discovered after printing and shown with its correction on a separate sheet.
