I want to install a 220V outlet in the garage. Unfortunately the breaker box is full but there’s a 220V outlet in the laundry room that is not being used.
Can I run the new outlet off the same breaker and put a switch in the circuit that would turn on the garage outlet and turn off the laundry room outlet and vice versa?

You didn’t mention the amperage but if that breaker is not being used yes you can use it but remember all garages and buildings have to be GFCI protected

The breaker is currently 30A but I might switch it to 40A, depending on what the yet to be aqcuired welder requires.
Is it allowed to put a 3 position changeover switch in and leave both garage and laundry room outlet hooked up?

If you are talking about a transfer switch the yes
