I assume you don't have the Ammendment 1 changes. I have just looked and the info you require is the same in the current Editon of BS7671. You need to be looking at the Notes for the person producing the Report on page 398.
 
Hi why is it important the agreement with the Client is recorded on ECIR

I cannot find any reference in GN3 why

Agreed limitations covers your arse if something happens in the future on a circuit which you've agreed not to test with the client.
It is then in writing.
