On the few I have fitted previously, there is usually a ballast on the back of the tray which hold all connection etc, and when fitted all connections etc are hidden away.

Looked at one today, which had stopped working, but no ballast. You have you classic connecter block to wire in the LNE.

IThere is 230v at the connecter block, but at the pins that the bulb plugs into there is something like 18-23 volts. Is this correct? The chap said its his 3rd one in as many weeks so thinking is the fitting a duff?
 
Never seen one like that before. Can't see how this is a good idea. 2D lamps get very hot and running a lamp past a ballast will only cause fertige in the plastic. And I'm not bothered about what British standard says. :(

Looks like an integral electronic ballast and lamp holder! As Kamikaze says there could be an issue here with the heat from the lamp on the ballast, cannot make out the writing on the ballast though, so it's hard to determine the use of this ballast? You would think that the designers would have factored that into the design so it may be ok?
