I agree, the in and out connections on the meter are the wrong way round.
alternatively if the meter uses external current clamps,
check that the arrows for current flow are pointing in the right direction.
if they are clipped on the cables the wrong way round, that is the symptom you would get.

Easy, generate more energy (grid tied) than you are using on site and the meter will run backwards
