I am not sure that's true, it really depends on what part of the syllabus is being tested, if it's within the three phase section, then I think we should assume a balanced 3 phase supply ph-ph of 370v - noting that the diagram is poor in representing the voltage measurement.The actual question (see attachment to #1) with its diagram and words indicates a single phase supply across and x and y.
