You would use a phase rotation tester.
Consult a industrial electrician.
A phase rotation tester can be used to test polarity but isn't necessary....unless you want to test phase rotation.
Polarity testing involves individually checking each phase and neutral to earth, each phase to neutral and between each of the phases, to assess correct connection.
Many 'live' testing instruments include phase rotation indicator arrows, these days.

When installing 3 phase supplies, all the polarity testing can be done before the system is made live, via continuity test.
