Customer has two 3-way switches, at top and bottom of stairs. Works fine most of time. Fails to turn on light or shut it off intermittently. When failing, instead of 120v hot to neutral, I read 60v with multimeter. Keep in mind, it works most of the time. ?????
 
Sounds like a bad connection or poor contact in the switch. If the light is LED, it might take a minimum voltage of more than 60V before it comes on at all.

BTW, welcome... beware though, this a UK forum. We don't use 120V and we don't call it '3-way' switching, and our wire colour codes are different. etc etc. So beware of the risk of confusion!
