short answer, yes it can.
check it out with a volt meter and you will know.
 
YES ! FOR SURE. 3 way switchs are wired differantly to normal switchs, and if you look at the circuit for a little while, you will understand why !

I was told that by an electrician's assistant and to wanted to verify.

Is it always the case that if one 3-way is bad another won't work? And do switches have a life span?
