hi there can anybody help ive brought a house in spain and need a bolletin to say the electrics are ok the fact is there not if i remove the 2 ctts that are there can i get it done on the main feed and a empty db then add a temp feed in order to do the work any advice would help
 
You could try this site, if you haven't already...
Probably find a local electrician, at reasonable cost, to do this for you.
 
However, they may not provide the boletin if there are no active circuits in the DB.
I suggest you ask for a quote for the works, as you may be pleasantly surprised by how competitive it is.
