I can see where you're coming from...

I think we're all agreed that the 'Codebreakers' book is not perfect and there are many things that should be amended... it's a good start though and should be constantly improved.

Without a guide, you'll have the situation we have now... totally different opinions, giving totally different EICRs. We should make the reports more 'objective' and less 'subjective'.
It would be good if NAPIT and NICEIC worked together and come up with a shared book with the same codes and a more diverse range of observations as a guide
 
There is no requirement to quote Regulation numbers they mean nothing to the client who receives the Report.
Perhaps not for the client, but useful to refer to when coming on site as an electrician rectifying, or doing the next EICR. It is handy to know what particular reg. the previous electrician was acting in light of. It does have it's place. I have code-breakers a useful "other" viewpoint, I am not stepping away from EICR though! I do take the point if you have just got a 2391 or equivalent, get the codebreakers and live by that the trade is going to take a nose dive as virtually every EICR is going to be unsatisfactory.
