It's something to do with getting the leccy to the overhead wires for the tramcars. (which they don't have anymore)

I think I saw a similar thing at Crich Tramways Museum.
 
Sorry to wee on your bonfire old chap, but post #13 suggests they probably didn't use these particular boxes for that purpose!

Very good point Sir. Got me lol.

The Lecy board and the Royal Mail used the same type of boxes in their day. Only the contents were different.
