Need meaning of 'need meaning for a competent electrical'. Maybe you can rephrase the question better?
 
Gary, have a look in some electrical text books for the meaning of competent person, infact if you own BS7671 its in there in the definitions bit.

I know this may come as a shock, but if you try searching on google it will eventually come up with the answer.

There's a legal element to the definition you're asking and as you're not in the UK the legal definition could be different in your country.
 
There is no such definition.

But BS7671 part 2 does give a definition for a "Competent Person", and a dictionary gives the meaning of "Electrician", add the two together, and that is as near as you will get for a "Competent Electrician".

A competent Electrician in general would be related to the task he is given to do not as a one phrase fits all...

A competent Electrician would be someone who has been train up and has experience in his chosen area... so a qualified Electrician on paper with no real world experience will not be classed as competent and would require to be under someones tutoring or guidance. Once he can be shown to be able to achieve all the tasks etc that his job requires then he will be competent in that field. When you relate a trades person as competent your usually talking in a context of say domestic r intruder alarms etc etc so if a homeowner asks you if your a competent Electrician when discussing wiring their house it applies to all the necessary calcs, install and testing required to be able to do the work this does not necessarily mean they are competent to work industrial or on 3ph.

Its needs to be relative to something when your ask that question 'ask Einstein how fast something is travelling ;)'
