all of my 20 amp breakers are working fine. But my only double pole breakers are the water heater and a wall heater. Neither of those are working. One leg was getting 120v and the other 80v so I replaced the panel inside the home. Now one leg is 118v and the other is 115v but still the hot water and wall heater aren’t working. Utility company already said the meter was fine. Could it be the incoming main wires to the panel? Just confused as to why the voltage is better but still not working.

Foster welcome to the forum and that sounds odd that all your single pole breakers are working and your double pole breakers are not. By changing the whole panel seemed to help I guess on voltage. Are you reading phase to phase or phase to ground, it sounds like your reading phase to ground so what do you read phase to phase and a picture of the inside your panel would be nice. It sounds like you are loosing a phase
