Starting a project with minimal knowledge on the subject.

To get started... Need suggestions for adjustable dimmer/step-down(s) to:
12-volt >> ??? >> lamp/bulb
12-volt >> ??? >> led tape or bulbs

What else would be helpful to know?

Just Google '12V LED dimmer' and you will get a range of 12V-input products suitable for automotive use. They are PWM devices that pulse the lamp on and off very fast, which will work for both LED and filament lamps, although the dimming curve (brightness / knob position) will be different for the two types. Here's an example of a basic 8A unit that I have used:
