Hi im new here and im having a problem, i wanted to remove the bathroom vent fan and i cut the wires connected to it without turning off the breaker switch and as i put the cutter on the wire and cutted a little the breaker turned off(Down) and now when i try to turn it on(Up) it turns back off.
 
Please make sure the circuit is safe before attempting to turn back on the breaker. Leaving exposed conductors is very dangerous!!

As already been stated, any faults will require rectifying before the circuit breaker will reset.
 
Some circuit breakers trip to a middle position and need to be moved to the fully off position before they can be turned back on
I've spent several days of my life, if all calls added together, on the 'phone trying to explain this to customers, and at all times of day or night.
I actually started adding a big black arrow pointing to the relevant line of the instruction label on the CU, but it still didn't make much difference.
 
In layman terms make sure the circuit is still dead, then strip back the outer sheath of the cable you cut and insulate the wires exposed apart from each other, you may then find the breaker will switch back on, switch if off again when you work on the cables again.

When you cut the cable while it was live if probably fused together. Separate the wires and put wire nuts on them. You have to turn the breaker off and then back on to reset it
