Installing a plastic board would not be to 17th Ed spec it would be compliant to the 18th Ed.
Failing to provide an earth wouldn't be to 18th edition spec either...your point is?
Did I mention a plastic board? I'm baffled as to why you have mentioned the plastic board?
 
Metal boards on a TT complicate things because of either the need to fit an up front S type RCD or take particular measures to prevent a fault to the case. Neither of these are issues with a plastic DB, and if a plastic board complies then it makes sense to use one. Cheaper, safer, not prone to corrosion.
A metal board makes no sense whatsoever.
 
But metal Db’s are now being fitted almost everywhere,you can still have a main switch ,then rcbos,with the tails supported by appropriate glands.

Yes either metal or plastic is fine but additional precautions must be taken if you opt for metal. IMO in the Op’s Situation I would of used an IP rated plastic board like I linked to. I don’t understand really why you would want to introduce a potential that wouldn’t exist if a plastic board was installed...especially on a building site where things regularly get knocked/pulled about. Maybe the difference is actually understanding and going above and beyond the Bare minimum.
