Been asked to carry out "safety certificate" on a Burger Van.

Can I just use the normal EICR certs or is there a special cert for this?

Supplied from a generator, what would this be marked down as on the earthing arrangements?

Normal EICR will do. Take note of part seven as there is a section for transportable units.

Earthing arrangements I tend to put what it was connected to at the time and make a note on the certificate.
 
Yes a normal EICR form can be used if necessary, or if doing a lot of them making your own suitable report based on the model forms would be much better.

Assuming it is mobile the burger van does not have an earthing arrangement so you cannot record any.
Checking the supply, earthing arrangement, live tests etc should be done by the person connecting the supply each time it is used.
