I am a fully qualified 17th edition spark and I'm uncertain whether I can test and sign certs in domestic installations? I was asked to do a fixed wiring test for someone wanting to rent out a house. Would I be able to do this if I had 2391 but wasn't part p registered?
 
By fixer wire test I presume you mean a EICR, then yes you can carry them out and sign a test sheet. In fact anyone can carry out a EICR no matter what qualifications they have.

Should it be for a new install then again yes you can sign the test sheets, but if the job needs notifying under Part P, then you will have to get the LABC to inspect and register the works for you.
 
it's only work that you do that needs notifying. test/inspection does not

The problem with not being part p registered is, if following the EICR notifiable work needs doing, then you either have to pass the work on to another spark, or else pay up and notify LBC
