I have just moved into a flat and the 1 ceiling light is broken and another just isn’t there. I have taken the cover off to look at the wiring and my ceiling rose goes straight into the ceiling and isn’t connected to the cap. When i have looked on forums/youtube everything is attached under the cap and it doesn’t have a ground wire. Does this mean i can’t fit a metal rose…sorry if my terminology isnt on point, I’m new to thisAF783A7B-CDC7-4D82-A0B2-E4724F204A03.jpeg

I can see block connectors wedged into the ceiling void suggesting the original cables are there.
 
I'm not sure why someone has done this probably not sure of how to connect the new rose but the original wiring is almost certainly on the block connectors in the void. It needs pulling down to see what is what but I would recommend you get an electrician involved if you are going to fit a non standard metal fitting.
 
As above. First step is to turn the power off at the fuse box, then gently pull the wiring and block down out of the ceiling to see if there is any spare cable and what sort of cable it is.
