Technically, no.

If you are not a member of a self certification scheme, you must inform LABC.

You can certify any type of work, how ever notification for any work that falls under Part P needs to be done either by paying the local LABC, or via one of the scams (NIC, Elecsa or Napit)

If you live in Scotland you can the term is certification by enquiry this means you have to put a copy (front & back) of your SJIB grade card and a copy of any testmeters calibration certificate.
