So, ATM if you have PME and have to TT a car charger ..... Then the muppets decide if you have PME you need to have a rod

And if it's a 10th floor flat, what then?
 
That's the question my boss asked, what happens if it's a flat. Do you think the extra cost of having to add an earth rod will put people off having a board change or will more people be looking for a cowboy to do it cheaper

I was refering to using a ground rod NOT bonding !

I assume you mean that plastic pipes are creating natural installation isolation from earth and nolonger providing a parallel path so it is more so essential to ensure the earth rod if used gives a good reading... you comment was somewhat ambiguous hence my reply :)
