It is possible that you may have to prove your competence in a court of law if anything ever goes wrong.
so proof of some electrical training or qualification may well help to prove this
 
Is p part still a course/qualification?
No, it is a part of the building regulations.
however, to confuse things there are people that do a "part P course "
basically they are training to the minimum standard required to register with an approved body to do self certification for part p of the building regulations.
 
your best bet is to speak to one of the scheme providers and ask them what qualifications they need for you to join.
If you are with a scheme provider and being inspected regularly by them you are likely to be able to prove that you are competent.
it is not the only way to do it but it is one of the recognised paths.
