I think he means use a buzzer and battery as a cheap continuity tester.
 
What values of resister and led would work in series with a cheap tone generator, and a 9V? Only needed to check unpowered wiring circuits for shorts.
If you are looking at continuity only then bell ,battery and some wire would be adequate to construct a bell set, anything else the use a proprietary MFT
