Bought 2 metal wall lights arrived today and just opened them.

They are completely metal in construction states on the fitting they are class 2 and have no earth connection.

The cables leaving the chocbox inside to the lampholder are single cores.

How can this be class 2?

The top hole leads to the lamp the bottom to one of those twisty spiral bedside lamps you get in hotel rooms.

Yeah it is sheathed at the top but not the bottom and neither are the brown and blue you can see.

I've seen fittings like this before. The wedge shaped spotlights for under kitchen units. Marked as Class II, but wholly metallic. One loose cable and you've got a live metal block, easily touchable.
Cannot be classII unless the connection is made within a plastic box, within the metal fitting.
