If you intend to complain no phone calls be polite and write keeping a copy of letter. If they are a member of NICEIC or similar they have a policy to follow. That gives you the option of reporting them to their body or indeed building control of your council. Should they desire they can prosecute.

Spoke to the plumbing company involved. They have said:

"The boiler was installed in 2001 at the time the regs allowed a coupboard to be built around the boiler which the customer said she would do"

The customer has no recolation of this.

I dont have a good understanding of the 16th edition but i doubt building a cupboard around the boiler will take it out of the zones?

I we could build a cupboard the manufactures clearances required would obsstruct the bath.
 
someone must have wired a supply to this boiler, they are liable for that
