Can you test and sign it off and notify building control....if not ...NO, unless you get BC involved first and they sign it off
 
I think it has been said many times before, Part P isn't an actual electrical qualification it is one part of the building regulations. The courses that allude to Part P is a course that will potentially equip you to pass one of the certification scheme assessments. You will need to be a member of one of these schemes to notify a consumer unit or or, as MarkyD said, get local Building control involved at the earliest opportunity.
I always think that there will potentially be house insurance issues too if the job hasn't been notified to the appropriate people.
