Hi guys I've read consumer unit heights are to be situated so that the breaker switches are between 1350mm and 14500mm from the floor in a new build property. Is this really the case. Is this a must or can the consumer units when being installed in a new build property be installed lower for instance around 850-1000mm as I was planning to install the consumer unit in a recessed cupboard.

I think 1000mm would be reasonable but I'd go a bit lower than 14.5 metres. :D

just goes to show the pitfalls with the metric system. if he'd used feet and inches, he'd have seen the error.

True, but Part M is all quoted in metric units Tel.
Remember the good old days, a light switch at 4' 6'' from the floor [or t1t height as one of the blokes I trained with used to say ]
