Don't know if I'm being over critical, with the onset of the 17th IET Regulations the term Competent Person (CP), has been dropped in favour of Skilled Person (SP), yet we still call the schemes NICEIC etc CP Schemes. Should it not be SP Schemes?

You are attempting to apply definitions for the wiring regulations to a scheme for the building regulations.
They are different entities and do not need to coordinate their definitions.

Agreed there, I think confusing is part of the underpinning requirements for any legislation!
