I want to change the old fuseboard in the cupboard under the stairs to a new CU.Would I need to reposition it to comply with part M build regs for easy access or would a straight swap be ok.
 
Just swap it where it is. If it were a new build then Part M would come into play. Consider providing an emergency light in the cupboard, easy enough to do and provides piece of mind.
 
Is it just me or should the grey L & N cables connected to the j/boxs after the isolator be the same size as the cables coming out of the isolator then only reduce down in size when they are fused to the relevent sizes? or is my eye sight going...

one would assume that OP would rectify that on a CU replacement.
 
most economy 7 supply cutouts often have 4mm double insulated tails coming straight from the henley blocks , no other protection for these conductors other than the 100A main fuse :)

DNO dont have to comply with out regs ! lol

although in this pic it does not seem those tails are associated with the supply company as they are after the main switch

the grey L & N cables connected to the j/boxs after the isolator go to an electric shower CU which will be made redundent.
