I would guess (hope!) that it's been assembled incorrectly. The RCD should only serve MCBs to the right of it, so there would be a break in the busbar where the neutral is.
Or do you have both RCDs connected in parallel??
 
The busbar looks upside down which has cause the neutral to be bent flat exposing the copper conductor.
 
Looks as though it's been assembled with the RCD's on the wrong side of the bus
 
Thanks for your replys. Yea it seems they have just completely made a mess. The whole job is a shambles. They have 2.5 radials on 32a mcb's no grommets or glands and a lot of other issues. I just count get my head round that bus bar.
