Most DNOs should follow the NJUG guidelines, for footpaths and roadways and a couple like to follow it in soft dig but not compulsory as far as I’m aware especially for a bit of sack shown in the photo. it should also have a tile tape depending on how old it is, but I wouldn’t expect to get it out of it on that. As others have said if it’s your land that’s probably the best best
 
Try telling them that there is no warning tape above the cable,it could make them more benevolent
Make them prove they have permission for that cable to be on your land

This is excellent advice . My old man drilled through the supply cable in our old house which was in the wall cavity . Northern powergrid tried to charge him and were told the cable shouldn't be in the wall cavity . They didn't pursue the invoice .
