Trying to decorate for my elderly mother and found this in her bedroom. The other side of it in the joining room is the 2nd pic

It looks like a switches fuse outlet for maybe a panel heater before the wet radiators were put in.it might be worth getting an electrician in to have a look and either remove them safely, disconnecting them from any supply, or changing the faceplate to a socket and moving it slightly so it can be used.
 
it's a fused connection unit. (FCU). you need to ascertain if it's still powered up or is it redundant. best advice is to get a local electrician to check,/isolate/make safe.
