Would a door entry system be exempt from RCD protection?

The system is on a residential upstairs flat and the guy is quite ill. The CU has a rcd for the sockets but the lights are on the unproteced side of the board.

There is a spare way on the unprotected side i can use? Would i be ok not to put this on a rcd side?

My concern is that if anything tripped, the fuseboard is downstairs and if he needed medical attention he may not be able to open the door if it was on the protected side. (worst case scenario)

I may be wrong but im sure there is something in the regs that says "xyz may be ommited if there would be an increased risk of danger.." Although i cant recall to the exact types of protection it was refering..
 
If the door entry circuit meets the requirements for ADS, the cabling is either surface mounted or buried greater than 50mm in the fabric of the building and does not supply sockets (upto 20A rating) or mobile equipment (upto 32A rating), then you can put the door entry circuit onto the unprotected side.

I would use a PSU with a battery backup and mains fail warning (flashing beacon or input to an intruder alarm) done this a few times as it also works if there is a power cut or DNO fuse blows
