Evening...

Does anyone know if these adaptors are safe?

The adaptor would allow a physically larger and heavier lamp to be used so as long as the fitting can accomadate that that is one possible danger overcome?

Also, the fitting may have a max wattage allowed on an E14 with regards max heat produced and max current flowing, lets say 40w. So a 10w LED could be used?

I have a number of these, es to ses and vice versa...been in use for a couple of years now with no problems. It's just a mechanical thing really, but they are installed in reasonably large lampholders so there is no chance of the physically larger bulb overheating the lampshade etc. No problem putting the ses into an es fitting as the bulbs are physically smaller. As I say, they work for me...
 
Some of the cheap ones tend to have fairly fragile contacts and so break fairly readily rendering the adaptor useless, but at 50p what may you expect.
For the conversion you mention the screw thread will be sufficient to support a larger lamp safely but often the fitting will not have the space.
Conversion from B15 can be less secure and even sometimes conversion from B22 can be not as secure as hoped if the original fitting is old.
The extension in length can also cause problems.
Electrically there should be no problems so long as the fitting limitations are taken into account.
