This would be a dangerous arrangement as someone would naturally assume that a 230V connector is for 230V.
However someone probably makes them.
If you want a similar light with a 12V rating then try camping and boating supplies.

Rough service incandesent lamps have been available for years in e27 in 12 or 24 volts and were used extensivly in garages
