Hi All,

Could you please clear for me the air with earth arrangement I've encountered today. Had a minor electrical work moving sockets and went to check the supply. I can see two earth conductors there. One goes to service head which suggests it's tncs and another connecting to outer sheath of supply cable which suggests tns. Slightly confusing. Any thoughts. Photo attached.

TNS
The taped up earth is the earth from the split concentric cable connected to the cutout, the exposed blue insulation you can see where it is split gives it away as a split concentric.

This is very badly done and I suspect it may not have been done by the DNO, I would give them a call and get them to check it out.
 
It looks like the TNS earth connection could do with some attention too-is that some form of pipe clamp around the cable?

It is a clamp designed specifically for use on lead cables, but the earth wire has not been fitted in the correct place.
The right hand brass wedge has a cutout in it where the conductor should be placed to hold it firmly against the copper plate.
 
The right side cable looks original (TN-S). The left side cable is newer and is either replacing the original cable which may have become faulty or is a secondary supply to somewhere else, who knows. As above get it checked out.
