can't see anything wrong as the space available precludes fitting landscape. i done ours exactly the same in a similar cramped space. reg. wise the convention is up for on and down for off, not left-right. however, 3 phase boards are designed like that anyway, also, ours has been there for about 7 years and the electric hasn't leaked out.

Only a problem if the manufacturers instructions don’t allow that style of mounting.

Wow thats pretty mad! Its a difficult one but def C3 at least. C2 if heat damage due to heat rising to top of board.

What is your justification for this, with refenrce to regulations or accepted scientific principles?

What is your recommended improvement for safety? All protective devices work horizontally exactly the same as vertically so there is no problem there. Gravity doesn't affect electricity (certainly not at the level we work at) so no problem there.

Bigger possible concerns. Hard to tell from photos - may all be fine:

1. How is CU fixed (looks like its floating in air)
2. Lots of 'water' pipes in vicinity of CU.
3. Purpose of polyethene taped to CU and looks like it also covering main fuse/service head.

the heat rising will be balanced ot by the electrons falling down through the pin holes above and below the toggle ( some sparks make use of these for isolation purposes, but they need to use vertical padlocks as opposed to horizontal ones).
