Does a new installation need an eicr, if its to be a rental property, when it has a eic?
My belief is no, how long ago was the EIC? If there has been no changes and no tenants before being rented then I would not see the need for an EICR as (in theory) there has been no interference with the cables (excluding vermin and other naturally occurring external effects)
 
No, you shouldn't need an EICR until the recommended date of next inspection recorded on the EIC, or at the change of occupant.

Basically no. The EIC will be valid for 5 years, or change of tenancy i believe.

The EIC will have a recommended date of next inspection on it, usually 10 years for domestic installations, but it is not valid for any particular period of time.
