My belief is no, how long ago was the EIC? If there has been no changes and no tenants before being rented then I would not see the need for an EICR as (in theory) there has been no interference with the cables (excluding vermin and other naturally occurring external effects)Does a new installation need an eicr, if its to be a rental property, when it has a eic?
