A bit more context is needed here.

The use of "choc blocks" is OK in an enclosure, but it appears this might not be enclosed. Also it looks like the body of the lamp is metallic (but painted black), however, there appears to be no CPC (earth wire) connected to that.
 
That looks like rubber insulation to me but not very clear.
Is this an EICR or an exam question.
 
As far as I am concerned that is a C2 (potential danger) as their is no earth (cpc) on what appears a metal lamp base
 
What markings are on the lamp? Double insulated symbol (two concentric squares)? Suitable for a flammable surface (F in a triangle)?
What condition is the rubber (?) insulation of the wires in? Is there a cpc present?

I think the equipment shown predates the concentric squares symbol by several decades.

C1 for exposed connections in its current state.

Equipment is disassembled, and there’s no cpc. That’s two faults. I would say immediately dangerous.

However, you could be pedantic and say, if it’s not part of an energised system, then should it be coded at all?? There’s no information about that, only an assumption.
