EICR-down lights cpc

EICR of a semi detached house. Wiring approx 20 years and in flat twin & earth.

I have found the following condition;- cpc's present but not connected at down lights on Downstairs lighting circuit. Joint box method and has been established there is an earth to JB. Down lights and other circuit accessories are all class 2.

What code would this observation warrant?

Ok, am I right in saying there should be a label fitted at DB warning occupants not to fit class 1 equipment?

no, because that only applies if the circuit has no cpc. in this case the cpc is present at the JBs and so could be connected to any class I fittings. i assume that all switchesw have a cpc to the back box ( and faceplate if metal)
