EICR isolation & switching

Can anyone clarify why isolation and switching are excluded from the inspection schedule on EICR model forms, but included in 'guidance for inspectors'?

They are different lists, the guidance is providing a list of potential items for inspection with the key points to note and the report is providing a schedule of inspections.
Some switching and isolation is included in the inspection schedule but not the full level of detail as given in the guidance.
If they were the same there would be no point in the guidance.
