Sounds like a TT system with a dodgy earthing terminal.
There are other likely culprits along the way. Earth loop testing through a RCBO?
I would first check the earthing system.
Earthing from a fortuitous routing or some pretty lousy conections or there really is no earth in the socket circuit or all of them.
 
I'd have to agree with Ian on this. The circuit does not meet ADS due to very high impedance, however it would require a fault to present an immediate danger. C2 for me.
