Don't have to be a member of any Competent Persons Scheme, do you? What with there being no actual installation work involved?
 
Good enough to meet what standard exactly? 2395 is (merely?) the relevant current paper qualification.

GN3 says (edited highlights) "sufficient experience education and knowledge to be fully conversant with the aspects of ...such an important inspection"..."good testing skills and experience of older installations and knowledge of what the resulting data means".
