Yeah I thought the same, from the picture it looks to be that way. ?Just looked at your picture, to me that batten holder looks to be outside of zones.
The letting agents may not know any better, but the sparky carrying out the EICR should certainly know that a new one's not required.Additionally I wonder how much they get as commission.

I do this all the time, did one this very day.To be fair, if you issue electronic certs, it doesn’t take 5 minutes to remove all C2’s / C1’s and amend the observations once the remedial work has been carried out, then reissue a satisfactory EICR.
it’s what I do and certainly don’t charge for it.
