You haven't given the floor to ceiling measurement, but that ceiling doesn't look unusually low.
I doubt if the bottom of the lamp is below 2.25m, in which case there's nothing wrong.
If it is, it would probably pass if you took the lamp out!
 
Makes you wonder how many letting agents are trying to force people to get repeat EICRs done after minor work is carried out.
 
To be fair, if you issue electronic certs, it doesn’t take 5 minutes to remove all C2’s / C1’s and amend the observations once the remedial work has been carried out, then reissue a satisfactory EICR.

it’s what I do and certainly don’t charge for it.

I do this all the time, did one this very day.
PIR done 2 weeks ago, open live on the kitchen, went back to day, found the fault and repaired it and a couple of C3s he wanted sorting. Just edited the EICR then reissued.
