Hi there, new to the forum so be gentle!

We live in a second floor flat above a bakery shop. The shop has plenty of machinery including large freezers that run all night. Recently we have noticed a reasonably high pitched electrical buzz coming from one wall in our flat. Across multiple rooms but same shared wall. It has been there since the shop opened a couple of years ago but is now stronger. It does go off occasionally but starts again every morning at 5am when they open and is again most apparent late at night 11pm or so. The issue is now so serious that anything we plug into sockets in that wall misbehave. We have bedside lights (the type you touch to switch on) that have been there for years and both of them are coming on by themselves intermittently now. This does not happen when plugged in elsewhere. We have also noticed quite a sharp static type shock when using the shower, which has pipes to it through that wall. The stopcock is also on that wall and when I turn that I get a shock. It is though the whole wall is electrified? How is this possible and what could be the cause, it is a standard construction brick and plaster cavity wall. We have to prove the shop are the cause to have any chance of rectifying the situation. Welcome to the forum Steve, it may be worth asking an electrician to check out your installation to check that your bonding and earthing is up to scratch then, if all ok it gives you a little ammunition to approach the shop owner.
If the check on your place ‘unearths’ any issues then that may well remedy your issues.

You may need a power quality analyser testing to assist in the investigation (PQA) but as above I am sure an electrician should be able to do the obvious tests before recommending such a route.
 
If you are renting a flat ? then a minimum standard of electrical safety is expected, weather yours meets those requirements depends on were you live, and the many variables involved, the best way is to get an electrician to come out and test the instalation, then you can go and see your landlord with the results.
 
I have in several bakerys installed contactors and timeclocks to bring the ovens on at 5ish AM in the morning. The baker loads up his dough in the evening and when he gets in the oven has been baking since the early hours.

Might be irrelevant in this but its a massive load kicking in around the time your problems are starting.
 
It is not unusual for an electrical instalation under heavy load to buzz,
And being a Bakery you can bet their will be a fairly solid load on the electrical distribution system, again not unusual, But as for the Tingles this could indicate that the safety aspects are not up to ideal standards, Get an electrician to do some proper testing !
