I am a little lost with this one. New build with solar PV and ASHP. My GDA says he cannot issue me an EPCbecause its a new build and he not qualified. My standard EPC assessor cannot do it because he not qualified for heat pumps, who does?

New builds require an EPC in any case (even without PV). The customer will need it for final BC sign-off.

You need to find an On-Construction Domestic Energy Assessor who will do it.
